A landscape gardener who appealed against a £31,500 construction industry scheme (CIS)  late filing penalty from HMRC for failing to register £6,000 of payments has achieved a partial victory at the First Tier Tribunal (FTT), which suggested the penalty should be reduced further in view of the circumstances which meant the error was completely inadvertent
