Lord Smith, chair of the commission which drew up devolved powers for Scotland, has said that future Scottish governments will need to use devolved tax powers ‘very carefully’ and warned that some MSPs need to understand that ‘with power comes responsibility’ now they have ‘one of the most devolved tax systems in the world'
