Covid-19: Joint Committee on Human Rights says all FPNs must be reviewed

The Government cross-party Joint Committee on Human Rights says that every Fixed Penalty Notice (FPN) issued under coronavirus Regulations must be reviewed.

Penalties of up to £10,000 may be sought, and the committee believes that many are muddled, discriminatory and unfair. The Committee is therefore calling for:

A comprehensive review of all FPNs which have been issued;

a mechanism to challenge new FPNs;

a decision that no criminal record should result from Covid-19 FPNs; and

an assessment of income for big fines.
